A recent Globe and Mail article quoted the Federal Minister for Innovation saying “Innovation is about making things better in ways that benefit everyone”. In a new C.D.Howe Intelligence Memo, Jim Leech and Keith Ambachtsheer have set out a $118B innovation idea to transform the outmoded federal employee workplace pension plans into transparent, sustainable partnerships between Ottawa as an employer and its employees. These important modernizations have already occurred at the provincial level, and the time has come for Ottawa to catch up.
